FIFA held positive talks with the European Parliament Sports Group on the FIFA Football Agent Regulations (FFAR), which were adopted on 16 December 2022 and will fully enter into force on 1 October 2023.

During the meeting held via videoconference, FIFA Deputy Secretary General (Administration) Alasdair Bell, Chief Legal and Compliance Officer Emilio García Silvero and Director of Football Regulatory Jan Kleiner presented an overview of the FFAR and their benefits, including the safeguarding of football’s integrity and solidarity model, the fight against money laundering and the protection of minors.

The Sports Group’s co-chair and rapporteur of the latest European Parliament sports resolution (2021) Tomasz Frankowski, as well as Tiziana Beghin, Viola Von Cramon‑Taubadel and Tomasz Poręba, attended the meeting.

The European Parliament Sports Group representatives were updated on the ongoing implementation of the FFAR, as well as on next steps, including the cap on agent fees and the use of licensed agents, which will be compulsory as of 1 October 2023.

The meeting followed on from FIFA’s previous exchanges with the European Parliament and other political actors, which have shown their support for FIFA’s comprehensive transfer system reform.

The FFAR are the result of a long and inclusive consultation process involving players, clubs, leagues, national football associations and agent organisations. They represent proportionate regulatory measures to help resolve systemic failures in the football transfer system, which have been recognised by a variety of stakeholders.
